International Partner Security Cooperation Finance and Training Management
|This course is divided into three primary areas covered within the context of a Security Cooperation (SC) relationship with the U.S.:
- Overview of SC that addresses legislation and policy; planning, programming, and budgeting; resource management; technology transfer and export controls; SC process; and acquisition and contract administration.
- Development of international training programs, student selection/administration, and automated tools available to international SA/SC training managers.
- Financial management, including funds management, pricing policies, and billing procedures.
|The overarching objective of DISCS’s international curriculum is to help our security cooperation partners manage and implement the U.S. SC program in support of their nation’s defense.|
|Senior and mid-level military and civilian officials responsible for SC programs with the United States Department of Defense, with emphasis on the financial management and/or training FMS cases and training programs, including those funded by U.S. grants. In addition to personnel in defense ministries, services headquarters, and procurement bureaus, this may include international liaison personnel assigned to U.S. organizations in CONUS, as well as defense attachés and foreign procurement officials assigned to Washington, D.C.|
|No specific courses are required prior to taking this course. However, students should possess an English Comprehension Level (ECL) of 80 or above. For classes taught at Wright-Patterson AFB or Washington D.C., a score lower than 80 requires a waiver. In-country Mobile Training Teams (MTTs) can be taught using country-provided interpreters.|

|This course is not available for online/individual registration. See the training manager at the Security Cooperation Office in the U.S. Embassy for registration/quota reservation process and tuition pricing for resident classes. Quota assignment/seat reservations are handled by the Air Force Security Assistance Training Squadron (AFSAT). The cost of an MTT varies by location, number of students, and course desired.
SCOs positioned in countries considering/desiring an MTT should ensure that their respective CCMD, DSCA IRT and DSCU are made aware of the requirement as soon as possible. DSCU consolidates and coordinates the priority of MTT scheduling in conjunction with its annual Academic Program Plan annually in the Spring for the following fiscal year.
