The purpose of the Missile Technology Control Regime (MTCR) was to train selected DoD personnel in recognizing and controlling the export of missiles/UAVs and related technologies that had the potential for use in
the delivery of weapons of mass destruction. The regime and supporting documentation were designed to assist in the implementation of national export controls to monitor, control, and deny exportation of these critical technologies.
This was a 12-day, facilitated online course which provided a familiarization with the MTCR basic guidelines and the relevant review process for Foreign Military Sales (FMS) cases. A discussion of the
FMS process and the relationship of the MTCR to the Arms Export Control Act (AECA) and International Traffic in Arms Regulations (ITAR) provided students with a framework for understanding the need for
thorough reviews of items provided on Letters of Offer and Acceptance (LOA). In addition, students were introduced to the roles and responsibilities of the Departments of State, Commerce, and Defense.
