This 10-day course provided a functional knowledge of security cooperation and security assistance policies and procedures for Locally Employed Staff (LE Staff) who worked in Security
Cooperation Offices (SCOs) in U.S. embassies around the world. (LE Staff are also known as Foreign Service Nationals (FSNs) or Personal Services Agreement personnel [PSAs].)
Addressed U.S. security cooperation (SC) legislation, policy, and procedures; US embassy operations; foreign military sales (FMS) processes; training management; resource management; contract administration; technology transfer and export controls; humanitarian
assistance and foreign disaster relief; and other Title 10 security cooperation programs.
Instruction is classroom-based, with reading assignments and practical exercises reinforcing lectures.
This course meets International Program Security (IPS) training requirements of DoD Directive 5230.20.
